V1 API POST/orders issue

We are creating orders via the v1 Network API (POST /orders). What is the supported payload or endpoint sequence to attach a customer rate and transition an order from 'Saved' to 'Booked' programmatically without triggering the 'Resource id is invalid' quote error?
